News From Recycling

It is interesting to note that with so much money being spent on buying things, very few of us even venture to think of practicing the 3Rs of maintaining a green environment.

3Rs namely Recycling, Reusing  & Reducing.

It is therefore hoped that more residents would come out in a major show of support for the activities of the recycling sub-committee.  Do look out for major upcoming activities in your neighbourhood.

Letter From Resident 1

Resident said...

Hi, I have no idea where to report this case . Therefore moderator, please don't mind that I am posting this as a comment.

Recently I found out there are many dog leavings on the road Jalan SS26/17.

It seems less probability that it is caused by the act of the strayed dogs.As I haven't seen any strayed dog wandering around the area.

I suspect that it is because of some irresponsible dog-keepers who do the dog warming and but just leave the their dogs "doing the business" wherever they stop.

I personally come across an uncle who bringing his dog to release on the alley without cleaning it.

To the uncle,
I understand you must be a caring person to keep a pet but please be considerate.

Residents Must Report Suspicious Activities
Know Your Neighbours, Authorities Advise

WHEN you notice something suspicious happening in your neighbourhood, do not hesitate to call the police.

“If you see someone suspicious or hear strange noises from your neighbour’s house, give us a call and we will send a patrol car to check on it,” said Kelana Jaya police station head C/Insp Saunders Henry during a recent dialogue with Taman Mayang Jaya residents.

Residents’ Association chairman Sunny Yap moderated the dialogue between the police and residents. Henry said that even if police found no wrongdoing, the person who made the call would not be penalised.

Deputy police station head Sjn Mejar Christopher Gerard Rajoo also advised residents to call the direct line to the Petaling Jaya IPD control room at 03-7955 9222 or its bilik gerakan at 03-7966 2222.

“You can also call directly to the Kelana Jaya police station 03-7806 2222,” he said, adding that these numbers would cut down the response time compared to calling the general 999 number.

Taman Mayang Jaya security head Jeff Chan said that it was now more common for burglaries to happen in the morning when people were at work.

“You must know your neighbours so that they can keep a look out for you and call the police if they see something suspicious,” said Chan.

Resident Lim Yau Lee asked if it was possible for the police to send officers patrolling on foot especially near the LRT station because snatch thefts were common when people walk back from the station.

Henry said that they did not currently have officers patrolling on foot but he had asked the LRT’s auxiliary police to help out and extend their patrol outside the station premises.

Former Taman Mayang Jaya RA chairman Liew Wei Beng said that putting up barricades have helped to reduce crime but they need 600 homes to subscribe to the scheme to start day patrolling.

If residents were paying a security company to guard their neighbourhood and there are still frequent break-ins, Christopher said that the police would not hesitate to check on the company.

“We have made checks before. There must be something wrong if there guards are there but houses are still broken into.
“We would do a background check on the guards to see if they have criminal records,” he said.

Police dialogue 24.7.2010

A dialogue with the police from Kelaya Jaya was held on 24th July 2010 at the Balai Taman Mayang Jaya. The event was supposed to start at 8.30pm but being a Malaysian tradition the turn up at 8.30pm was very poor with around 10 person present only. Luckily when the event started 10 or 15 minutes later the turnout was around 40 to 50 person.

The police were represented by the new CI Mr. Saunders Henry and his assistant Sergeant Major Christopher. There were accompanied at the main table by the RA Chairman Mr Sonny Yap, TMY Security Chairman Mr. Chan and representing Magnum was Mr. Liew Wei Beng - our past Chairman. Magnum was the sponsor , it being their CSR event.

Security being an important factor in our lives the questions for the police came fast and furious. The police mentioned they cover a very big area but they are being restricted by having only 3 patrol cars and only 79 personnel while the required number is 120 person. Hence the police expect the residents co-operation by being their eyes and ears and call the police station if they notice any suspicious characters in the neighborhood. The residents were given two important numbers to call. The police mention do not call 999 for emergencies. Call the following numbers:-

03-7955 9222
03-7966 2222

After the Q & A Mr. Liew, representing Magnum, presented a cheque of RM2,000 to Mr. Sonny Yap for the RA's activities. Later all those present were treated to a sumptous buffet supper.

Goon - Resident Road SS26/25

MBPJ Assessment Rate - An Appeal to Restore the rate @ 8%
(currently @ 8.8% an increased of 10% in 2006)

We, the residents of Petaling Jaya, do hereby submit an Appeal to MBPJ to restore the current Assessment Rate to the 2006 rate of 8%.

The Increase @ 10% in Assessment Rate in 2006 was imposed accordance to section 127 of the Local Government Act 1976 during the previous Barisan Nasional Administration whereby, the Public and APPAC at that juncture questioned MPPJ whether the increase was legal and valid.

1. It was imposed under much protest from PJ residents. MBPJ was demanded by APPAC (All Petaling Jaya Pro-Action Committee) to justify the Proposed Increased. (Please refer newspaper cuttings).

2. It came to light that a huge amount of rate payers’ money was siphoned to finance the then MBPJ Football Club and, Billboard owners also contributed millions into the coffers of MBPJ Football Club, leading to the mushrooming of illegal billboards in the City of Petaling Jaya.

3. Prior to 2006, MBPJ Budgets were prepared on a ‘top down’ instead of ‘bottom up’ basis. Ratepayers were disappointed and demanded that they should be consulted and their comments and/or proposals should be taken into account in drawing up the Annual Budget.

4. We even demanded that they disclose the Past Audited Accounts. When we scrutinised the Audited Accounts provided, we managed to find that the Auditor-General report for 1992 and 1995 for MPPJ indicated that there was RM60 million worth of Assets unaccounted for, 13 pieces of land that could not be located and, large sums of Assessment rates not collected amounting to approximately RM9 million since 1999.

5. For your information, ever since Pakatan Rakyat took over MBPJ in 2008, answers to the above are still not forthcoming.

Since March 2008, the Political Landscape has changed, and we were told by Pakatan Rakyat that CAT (Competency, Accountability and Transparency) will be practised in states governed by Pakatan Rakyat. (i.e. in our case, Selangor).

APAC (All Petaling Jaya, Selangor Residents’ Association Coalition) was impressed and very hopeful that the New Administration under Pakatan Rakyat will place the interest of all the Rakyat of Selangor in their hearts especially where money and Financial Integrity or propriety are concerned.

Lately, the 2008 Financial Crisis or Economic Crunch has by and large affected every individual or ratepayer in Petaling Jaya. We witnessed a drop in economic growth and Investment in Selangor, the rise in petrol price, electricity tariff, price increase of all essential goods such as cooking oil, sugar, rice etc, a drop in Fixed Deposit Interest Rate and stock market affected Pensioners and income earners.

The real purchasing power of the Ringgit has reduced significantly causing a lot of hardship to the Rakyat of Petaling Jaya. In short, everything seems to be going up daily and living is now becoming a BIG challenge to all ordinary Petaling Jaya residents, especially MBPJ Ratepayers.

We, APAC and residents and ratepayers of Petaling Jaya, wish to appeal to MBPJ to consider restoring the Assessment Rate to level of rates imposed prior to 2006 and to rescind the increased imposed in 2006 which we still believe is not valid and unjustifiable considering the circumstances then and now.

Our reasons for the Appeal are simple:

• The 2010 Budget recently tabled by MBPJ is still not properly done where the consultation process with residents or stakeholders was fast track with 2 or 3 days notice of meetings and dialogue or proper debate restricted to less than 2 hours for residents to voice their objections or proposals. Consultations for yearly Budgets should be done at least 6 months prior to year end and definitely not over a 2 or 3 hours affair. To make the sessions more productive, effective and efficient, it should be done over a period of 1 to 2 weeks stretch over a 6 months period before the year end, as normally prior year Budgets are already approved by the State for spending.

• The draft budget provided was not properly prepared where gross figures were given and for some, number of units budgeted were not given, giving rise to misunderstandings and/or confusion. The Draft should also include the 2009 Actual and Budget figures for comparison and comments. This would certainly assist us in the preparation of 2010 Budget. Annualized figures should also be presented to enable proper assessment and estimates.

• The Star Metro articles on “Budget not well prepared, say PJ residents” and “MBPJ budget draws flak” are enclosed and attached for your reference.

• The key weakness of the Council or MBPJ is that not all the appointed Councillors are financial savvy when it comes to drawing up the Budget. They do not understand the process which is, their respective Zone residents committee must be consulted and the respective MPP (Majlis Perwakilan Penduduk) Committees to draw proposals of maintenance and developments budget at their respective Zones. This sadly was not actively implemented at many Zones resulting in unbalanced and vast differences in budget figures.

• At the end of 2009, during the last full Board Meeting, it was discovered that a large sum of budgeted figures approved for 2009 was not expended resulting in a surplus budget.

• The current State Executive Officers, ADUNs, and Ahli Majlis of MBPJ who were supportive of the Objection to the Assessment rate increased in 2006 should now be consistent with their earlier stance, and follow through with a reduction in the Cukai Taksiran that they had advocated in 2006.

• The 2010 Budget could have been examined & debated in greater detail and easily accommodate a reduction of the Cukai Taksiran with more prudent expenditures and still maintaining the quality of service.

• MBPJ is not a profit making institution and with already a very healthy RM80 million Cash Reserve, it lends little justification for an increase in 2006 thus imposing an unnecessary burden on the rate payers.

As such, we the undersigned appeal to MBPJ, State Assemblyman (ADUNs) and Members of Parliament to seriously consider to restore the MBPJ Assessment rate to 8%.

The APAC (All Petaling Jaya Residents’ Association Coalition), on behalf of Member and Residents’ Association and Rukun Tetangga of Petaling Jaya, in a meeting on Wednesday, 21 April 2010 held at 8 pm at the Balai Raya of Damansara Jaya Residents’ and Owners Association (DJROA), gave the mandate to submit an Appeal to MBPJ to allow the Residents’ Association and Rukun Tetangga Committees a Moratorium of 2 years to continue the commission of the “Boom-Gates” or Barriers until such time the relevant Acts pertaining to the “Boom-Gates” are amended by the Federal Government.

The basis of appeal of the Residents’ Committees are :
1. The erection of the “Boom-gates” or Barriers is an effective and necessary measure against the threat of crime occurring in our respective Communities;
2. As attested by the Police Crime Statistics, the erection of “Boom-gates” and Barriers have effectively reduced crime considerably;
3. In line with the “ PEOPLE FIRST and CARING SOCIETY “ Policy, MBPJ should SUSPEND any ENFORCEMENT of the current Federal Laws pertaining to the “Boom-gates” or Barriers issues, so long as the respective Resident Associations and Rukun Tetangga abide by the existing Guidelines on Gated & Guarded Community issued by the Selangor State Government.
The suspension should be for a period of 2 years OR until such time when the Federal Laws are amended OR until the Polis can guarantee the same standards of safety achieved by the “Boom-gates”/guarded system.
4. These are the Wishes of the MAJORITY of the Residents of Petaling Jaya as reflected in the Mandate given to APAC by the elected office bearers of the Resident Associations / Rukun Tetangga on this matter.
As such, we the undersigned appeal to MBPJ, State Assemblyman (ADUNs) and Members of Parliament to seriously consider the appeal for Moratorium of “Boom-gates” and Barriers.

Household Trash

Do You Know.....
MBPJ require every household to have a dustbin ???

Sometimes, our trash in the dustbin will be dragged out and spread around on the ground by stray dogs or cats.

Well, here is a way to avoid this from happening.
If you need to throw rubbish with food in it, just add some pepper or chilli powder into the rubbish bag.  This will prevent the stray dogs or cats from going through your rubbish bin.

Try it if you have this problem !

Please Be Careful

This is a Forwarded Mail From Yahoo E Mail...
Do not know whether how true is it...
But...Just Be More Careful...

I drove to Maybank Seapark branch PJ last Friday evening at about 5.30pm, 29 May 09. I was pleased to find a vacant bay just outside the bank. I parked my car and went to do some banking at the machines, then I walked cross to Watson to get some toiletries.

I came back to my car and noticed that the front right tyre was almost flat. Immediately I drove to the tyre shop nearby, which is about 100m away. I told the shop keeper I had a flat tyre. His prompt response: "Did you go to the bank?" He told me a few similar cases happened. It was a clean cut on the side of the tyre, about 1 cm long. I guess these evil-doers' tactic is to follow my car (if I had not noticed the flat tyre) until I could not go further with the flat tyre. Then they would either rob me on the spot or force me to go back to the bank to withdraw money for them.

Gated and Guarded Community

Stop Bickering Until the Cows Come Home

I am a resident of Taman Mayang Jaya in Petaling Jaya, and I love my neighbourhood and am very proud of it. Recently, there has been a lot of hype concerning gated and guarded communities (G&GC). What I can simply say here is that I am incensed and upset with all the arguments put forth by well-meaning readers (an example: Concerned Citizens of Subang Jaya in “Lawless in the name of security,” The Star: 25 Feb 2010). FYI, there is a fair share of such “well-meaning residents” in my neighbourhood.

While I empathize with Concerned Citizens and other readers who have yet to join such G&GC programmes, I feel that security is something that cannot be compromised for the simple sake of following strictly to particular guidelines. Please do not misunderstand my statement. I am not condoning a state of lawlessness, and in fact I do wish to abide by all the necessary by-laws that are enforced by our local city/town councils. What I strongly disagree with many readers who have objected to the G&GC programmes is that all of them have a million and one excuses, which when they are finally resolved will take another 10 years plus a multitude of police reports of burglaries, robberies, and snatch theft cases.

Nothing is completely perfect in this world today. We have to make do with what we have and can do. Do take a moment to ponder this: Would residents agree to do their own patrolling in the wee hours of the morning, 365 nights, come rain or no rain? Would female residents or even the elderly agree to do such patrolling as well? I seriously doubt so. There is no point in arguing and talking about rules and regulations until the cows come home. I am of the opinion that many Residents Association (RAs) have done their best in seeking the best solution to the current security situation in their respective neighbourhoods. None of them have any malicious intention to bulldoze their decisions on the residents. Obviously, what has not been clearly reported in the media is that in many cases, RAs have conducted numerous meetings but with very little being achieved due to many disagreements among residents. I will not go into detail what these disagreements were, but suffice to say there are bound to be disagreements in any meetings. As a result, sometimes any action taken is better than none.

Nobody, including myself, likes the idea of having the feeling of being caged up or guarded. I do agree with FA (“Simply too cheap to pay for security,” The Star: 27 Feb 2010) that it should be the responsibility of all residents to ensure the safety of their own neighbourhoods. But, how many residents would want to ensure that everyone is responsible? Some may say that they are only renting the residence, others may say they are of the fairer gender or just too elderly. Like I said before, there are bound to be a million and one excuses. It is fair time that we should just do something rather than do nothing at all. And just for good measure, let me reiterate that I am NOT condoning violence or lawlessness, just a sense of neighbourhood responsibility and appropriate action.

Simply Too Cheap To Pay For Security

The Star  :  Saturday February 27, 2010

I REFER to the letter “Lawless in the name of security” (The Star, Feb 24).

The writer says it is wrong to assume that residents who do not participate in the gated and guarded scheme are not concerned about security.
He says they are concerned but do not subscribe to lawlessness in the name of security.

My view is that if they are so concerned about security, they should show up at the residents’ association meetings to put forward their views on how the scheme can be implemented with the least inconvenience, and also suggest ways to solve the lawlessness issue.
They should be committee members and see for themselves the attitude of some residents. Some even refuse to see us when we approach them to highlight the security scheme.

Just the mention of money will scare them even though they own expensive cars.
Take a look in your area and see how many residents switch on their back lights at night. Imagine how hard it is to ask them to switch on their porch lights too.

Residents who are really concerned about security will come for meetings and even those who do not attend will show their support by joining the security scheme because they are worried about their safety.
They will demonstrate their concern by switching on at least their back lights after midnight.

Residents who are not security conscious will come up with common excuses such as they are only renting the house or they cannot afford to pay. Some even tell you point blank that they are not interested.
Assuming that 85% of the residents agree to a security scheme, what about the other 15%? Are they concerned? Your guess is as good as mine.

FA, Petaling Jaya.

Security Comes At A Price

The Star  :  Tuesday February 23, 2010

MUCH has been said and reported on the issue of illegal gates and road blocks across public roads in housing areas in Petaling Jaya.
No one can deny that the existence of a gated and guarded community has greatly complemented police efforts to keep crime at bay. However, I do agree that it should be controlled and monitored by the residents’ association of the area.

In Taman Mayang Jaya (SS26), Petaling Jaya where I stay, we are only able to have one shift of guards during the night and we have been crime-free with 24-hour patrols during the Chinese New Year.
Although 24-hour patrols cannot guarantee a crime-free area, no one can deny that there is a major drop in the crime rate.

The trouble is that most residents who complain are those who refuse to join the scheme for reasons best known to themselves.
Many such residents do not even mix with the neighbours and refuse to become members of the residents’ association.

Such people like to ride on the charity of others.
These residents keep complaining especially to the press but when the residents’ association holds meetings to discuss security issues in the area, you will never see their faces.
When the security scheme succeeds in deterring outsiders from committing crimes in the area, these same people will think that there is no crime in the area since they have not heard anything.

The other group who vehemently oppose such security schemes are the outsiders who are inconvenienced by the closure of roads which they use as access roads.
They have no regard for those who are living in the area and especially those who have been victims of crimes.
All they think of is using the roads to get to their destination.

Security comes at a price and inconvenience.
If the crime rate is very low and residents do not live in fear, no residents’ association will want to put up boom gates.
No resident will also want to pay for the security scheme if they do not have their own and their family’s security in mind.

In Taman Mayang Jaya, the boom gates at the smaller access roads are closed from 11pm to 6am with only one main access road opened.
This is to prevent robbers from coming in cars from other roads. If they have to use the main road, I am sure they will give it a second thought.

Perhaps residents’ associations in residential areas where most smaller or even main roads are barricaded with drums may have their own reasons for doing so.
They may need to re-look this by closing the main road only at night.

Residents who are not members of residents’ associations and do not even attend meetings will not know of the crimes that happen in their area.
No victim likes to go around telling the whole neighbourhood what happened to them.

Perhaps it is time residents’ associations highlight the cases that happen in their areas, citing only the road name but leaving out the victim’s name and house number.
A guarded community does help to reduce or even ensure an area is crime-free during the patrolling period.
To those who are strongly against this guarded community system, remember that crime exists and the next vicitim could very well be you or your family.

FA, Petaling Jaya.
