I drove to Maybank Seapark branch PJ last Friday evening at about 5.30pm, 29 May 09. I was pleased to find a vacant bay just outside the bank. I parked my car and went to do some banking at the machines, then I walked cross to Watson to get some toiletries.

I came back to my car and noticed that the front right tyre was almost flat. Immediately I drove to the tyre shop nearby, which is about 100m away. I told the shop keeper I had a flat tyre. His prompt response: "Did you go to the bank?" He told me a few similar cases happened. It was a clean cut on the side of the tyre, about 1 cm long. I guess these evil-doers' tactic is to follow my car (if I had not noticed the flat tyre) until I could not go further with the flat tyre. Then they would either rob me on the spot or force me to go back to the bank to withdraw money for them.

Nature Trip To Titi Eco Farm 环保农场之旅

We wish to announce that 9 qualified volunteers of our Incentive Campaign attended the 2 day 1 night trip to Titi Eco Farm in Negeri Sembilan on 19th & 20th December 2009. The farm is surrounded by hills and lush greenery. The farm's acommodation are specially designed in traditional kampung style with wooden structure and "attap" roofing. During the 2 days, fruits & vegetables farm visits and talks were conducted by the owner of the farm who shared with us his ideas on sustainable farming, environmental issues, etc. Various important issues pertaining to environment & vegetable farming were highlighted to the participants. The visit to the farm, provided to our volunteers with a better understanding of sustainable farming, ecosystem and environment. It was also a platform to build good team work skills and closer relationships amongst our volunteers.

共有九名自愿者赢取了在2009年19日至20日两天一夜之森美兰州TITI环保农场之旅。在这两天中，他们参观了蔬果园，园主也乐於和他们分享心得。让他们受益良多。

Pesta Tanglung 中秋联欢会
 

This annual event was held on 26th September 2009 at the vicinity of the balai raya. The occasion was graced by our YB Dr Cheah Wing Yin, ADUN for Damansara Utama. The weather during the evening was unexpectedly fine, thus encouraging a large turnout. This year we saw a better mix of races joining in the celebration. One point up for our 1 Malaysia agenda ! The programme for the evening included a talk and demonstration on fire prevention, a line dance performance a buffet dinner, a children's lantern parade, children's games and karaoke session. All in all, the event was a success. Thanks to the hard work of the committee, the participation of residents and donations from the sponsors.

这项常年活动于2009年9月26日在居民协会会所举行，并由白沙罗州议员谢永贤主持开幕。由於天色作美，各族居民都踊跃出席，使这项盛会更添加了一个马来西亚色彩。这项盛会的节目也包括了防火讲座和示范，排舞，丰盛的自由餐，儿童灯笼游行，儿童游戏及卡拉OK。这项盛会的成功举行，有赖於居民的热烈参与及赞助者盛情捐献，以及居协理事的投入。

Senior Citizens Club Activities

Cameron Highlands Nature Tour 金马仑高原自然之旅

A total of 31 participants have joined the 2 day 1 night nature tour to the Cameron Highlands organized by the Senior Citizen Club and Recycling Sub-Committee on 5th and 6th December 2009.

共有三十一人参加在2009年12月5日到6日，由乐龄团体筹办的两天一夜的金马仑高原自然之旅。

Of all the above, the guided tour to the organic vegetable farm was most educational. Knowledge and understanding were enhanced with briefings given by the farm owner Mr Lee on the process of decomposing the various waste materials into fertilizer and enzyme used for the farm. The participants were encouraged to inculcate the habit of recycling with an aim to improve the environment. They also enjoyed a scrumptious organic steamboat dinner under the cold weather up in the highland.

Senior Citizens Medical check-Up 乐龄人士医疗检查

Forty five senior residents of TMJ participated in a free medical check-up held at the Balai on the 5th October 2009 from 9am to 3pm. It was conducted with the courtesy of the National Kidney Foundation. Participants were able to measure their blood pressure level, blood sugar level, cholesterol level and basal metabolic rate. They were also given advice related to health and nutrition by the Foundation's staff. After the check-up, many participants had gained a better picture of their health and were seen either making resolutions to adopt certain dietary habits or dropping them altogether.

四十五名乐龄居民参加了於2009年10月5日举行的免费医疗检查。这项由国家肾脏中心支助的医疗检查让乐龄居民检查血压，血糖，胆固醇及新陈代谢水平。他们也获取许多有关健康及营养的意见。

Gated and Guarded Community

Stop Bickering Until the Cows Come Home

I am a resident of Taman Mayang Jaya in Petaling Jaya, and I love my neighbourhood and am very proud of it. Recently, there has been a lot of hype concerning gated and guarded communities (G&GC). What I can simply say here is that I am incensed and upset with all the arguments put forth by well-meaning readers (an example: Concerned Citizens of Subang Jaya in “Lawless in the name of security,” The Star: 25 Feb 2010). FYI, there is a fair share of such “well-meaning residents” in my neighbourhood.

While I empathize with Concerned Citizens and other readers who have yet to join such G&GC programmes, I feel that security is something that cannot be compromised for the simple sake of following strictly to particular guidelines. Please do not misunderstand my statement. I am not condoning a state of lawlessness, and in fact I do wish to abide by all the necessary by-laws that are enforced by our local city/town councils. What I strongly disagree with many readers who have objected to the G&GC programmes is that all of them have a million and one excuses, which when they are finally resolved will take another 10 years plus a multitude of police reports of burglaries, robberies, and snatch theft cases.

Nothing is completely perfect in this world today. We have to make do with what we have and can do. Do take a moment to ponder this: Would residents agree to do their own patrolling in the wee hours of the morning, 365 nights, come rain or no rain? Would female residents or even the elderly agree to do such patrolling as well? I seriously doubt so. There is no point in arguing and talking about rules and regulations until the cows come home. I am of the opinion that many Residents Association (RAs) have done their best in seeking the best solution to the current security situation in their respective neighbourhoods. None of them have any malicious intention to bulldoze their decisions on the residents. Obviously, what has not been clearly reported in the media is that in many cases, RAs have conducted numerous meetings but with very little being achieved due to many disagreements among residents. I will not go into detail what these disagreements were, but suffice to say there are bound to be disagreements in any meetings. As a result, sometimes any action taken is better than none.

Nobody, including myself, likes the idea of having the feeling of being caged up or guarded. I do agree with FA (“Simply too cheap to pay for security,” The Star: 27 Feb 2010) that it should be the responsibility of all residents to ensure the safety of their own neighbourhoods. But, how many residents would want to ensure that everyone is responsible? Some may say that they are only renting the residence, others may say they are of the fairer gender or just too elderly. Like I said before, there are bound to be a million and one excuses. It is fair time that we should just do something rather than do nothing at all. And just for good measure, let me reiterate that I am NOT condoning violence or lawlessness, just a sense of neighbourhood responsibility and appropriate action.

我是八打灵再也美阳再也花园之居民，我热爱我的邻居，也对此感到骄傲。近来有许多关于围篱保安社区的评论。对于这些本着善意而评论的读者（如2010年2月25日在星报发表“以保安之名之无视法律 LAWLESS IN THE NAME OF SECURITY”的梳邦再也关心居民），我仅能表示我的失望和愤怒。众所周知，在我们的邻居中有许多这样“本着善意”的居民。

在了解关心居民和未加入围篱保安社区计读者时，我认为保安是不能因为仅仅为了要严密地符合特定的条例而妥协。请不要误解我的原意，我并不能要无法治的国度，反之，我希望能遵循所有地方政府所制定与推行的法律条款。然而，我完全不能苟同那些以各种理由反对围篱保安社区的读者，而最终他们要再等10年以及无数的抢劫、爆窃以及攫夺等警方投报后才能解决这些问题。

今天的世界并非完美的，我们应尽己所能做应做之事。试问居民们会同意在每天早上或365个夜晚，无论晴天或雨天都进行巡逻吗？试问妇嬬或老年人也会同意执行巡逻任务吗？我不认为会。针对法律和条例的无尽争议是毫无意义的。我认为大多协会已竭尽所能为社区寻求最佳的保安方案，没有人有意的强行推展将他们的决策。居协曾召开多次的会议，但因许多居民的意见相左，无法取得共识。可是这些都没有在媒体上报导。我无须详谈这些分歧是什么，但我只想说，在任何会议都有意见分歧，因此，采取任何形式的行动，有时聊胜于无。

没有人包括我自己喜欢被监视或被囚禁的感觉，但我认同FA的观点（2010年2月27日星报发表“保安太便宜了SIMPLY TO CHEAP TO PAY FOR SECURITY”），居民必须对个自的周遭保安负起责任，但有多少居民能确保所有人都负起责任？一些说他们仅是租户，一些则说他们是妇嬬或太老了，正如我如前所述，总是有诸多藉口。平心而论，我们应该做些事情，而不是什么也不做。在此，让我重申我不是纵容暴力或无法无天，只是尽一个做为社区居民的责任和采取适当行动。

Simply Too Cheap To Pay For Security

I REFER to the letter “Lawless in the name of security” (The Star, Feb 24).

 

The writer says it is wrong to assume that residents who do not participate in the gated and guarded scheme are not concerned about security.

He says they are concerned but do not subscribe to lawlessness in the name of security.

My view is that if they are so concerned about security, they should show up at the residents’ association meetings to put forward their views on how the scheme can be implemented with the least inconvenience, and also suggest ways to solve the lawlessness issue.

They should be committee members and see for themselves the attitude of some residents. Some even refuse to see us when we approach them to highlight the security scheme.

 

Just the mention of money will scare them even though they own expensive cars.

Take a look in your area and see how many residents switch on their back lights at night. Imagine how hard it is to ask them to switch on their porch lights too.

 

Residents who are really concerned about security will come for meetings and even those who do not attend will show their support by joining the security scheme because they are worried about their safety.

They will demonstrate their concern by switching on at least their back lights after midnight.

 

Residents who are not security conscious will come up with common excuses such as they are only renting the house or they cannot afford to pay. Some even tell you point blank that they are not interested.

Assuming that 85% of the residents agree to a security scheme, what about the other 15%? Are they concerned? Your guess is as good as mine.

Security Comes At A Price

MUCH has been said and reported on the issue of illegal gates and road blocks across public roads in housing areas in Petaling Jaya.

No one can deny that the existence of a gated and guarded community has greatly complemented police efforts to keep crime at bay. However, I do agree that it should be controlled and monitored by the residents’ association of the area.

In Taman Mayang Jaya (SS26), Petaling Jaya where I stay, we are only able to have one shift of guards during the night and we have been crime-free with 24-hour patrols during the Chinese New Year.

Although 24-hour patrols cannot guarantee a crime-free area, no one can deny that there is a major drop in the crime rate.

The trouble is that most residents who complain are those who refuse to join the scheme for reasons best known to themselves.

Many such residents do not even mix with the neighbours and refuse to become members of the residents’ association.

Such people like to ride on the charity of others.

These residents keep complaining especially to the press but when the residents’ association holds meetings to discuss security issues in the area, you will never see their faces.
When the security scheme succeeds in deterring outsiders from committing crimes in the area, these same people will think that there is no crime in the area since they have not heard anything.

The other group who vehemently oppose such security schemes are the outsiders who are inconvenienced by the closure of roads which they use as access roads.

They have no regard for those who are living in the area and especially those who have been victims of crimes.
All they think of is using the roads to get to their destination.

Security comes at a price and inconvenience.

If the crime rate is very low and residents do not live in fear, no residents’ association will want to put up boom gates.

No resident will also want to pay for the security scheme if they do not have their own and their family’s security in mind.

In Taman Mayang Jaya, the boom gates at the smaller access roads are closed from 11pm to 6am with only one main access road opened.

This is to prevent robbers from coming in cars from other roads. If they have to use the main road, I am sure they will give it a second thought.

Perhaps residents’ associations in residential areas where most smaller or even main roads are barricaded with drums may have their own reasons for doing so.

They may need to re-look this by closing the main road only at night.

Residents who are not members of residents’ associations and do not even attend meetings will not know of the crimes that happen in their area.

No victim likes to go around telling the whole neighbourhood what happened to them.

Perhaps it is time residents’ associations highlight the cases that happen in their areas, citing only the road name but leaving out the victim’s name and house number.

A guarded community does help to reduce or even ensure an area is crime-free during the patrolling period.

To those who are strongly against this guarded community system, remember that crime exists and the next vicitim could very well be you or your family.
