The APAC (All Petaling Jaya Residents’ Association Coalition), on behalf of Member and Residents’ Association and Rukun Tetangga of Petaling Jaya, in a meeting on Wednesday, 21 April 2010 held at 8 pm at the Balai Raya of Damansara Jaya Residents’ and Owners Association (DJROA), gave the mandate to submit an Appeal to MBPJ to allow the Residents’ Association and Rukun Tetangga Committees a Moratorium of 2 years to continue the commission of the “Boom-Gates” or Barriers until such time the relevant Acts pertaining to the “Boom-Gates” are amended by the Federal Government.

The basis of appeal of the Residents’ Committees are :
1. The erection of the “Boom-gates” or Barriers is an effective and necessary measure against the threat of crime occurring in our respective Communities;
2. As attested by the Police Crime Statistics, the erection of “Boom-gates” and Barriers have effectively reduced crime considerably;
3. In line with the “ PEOPLE FIRST and CARING SOCIETY “ Policy, MBPJ should SUSPEND any ENFORCEMENT of the current Federal Laws pertaining to the “Boom-gates” or Barriers issues, so long as the respective Resident Associations and Rukun Tetangga abide by the existing Guidelines on Gated & Guarded Community issued by the Selangor State Government.
The suspension should be for a period of 2 years OR until such time when the Federal Laws are amended OR until the Polis can guarantee the same standards of safety achieved by the “Boom-gates”/guarded system.
4. These are the Wishes of the MAJORITY of the Residents of Petaling Jaya as reflected in the Mandate given to APAC by the elected office bearers of the Resident Associations / Rukun Tetangga on this matter.
As such, we the undersigned appeal to MBPJ, State Assemblyman (ADUNs) and Members of Parliament to seriously consider the appeal for Moratorium of “Boom-gates” and Barriers.

Mr LIEW WEI BENG
President APAC
(Gabungan Persatuan-persatuan Penduduk, Petaling Jaya
 / All Petaling Jaya, Selangor Residents Association Coalition)
